The Overlook Pavilion is located 30 feet from the busy West Riverside Drive. Any proposal to restore and develop this structure that would introduce a volume of visiting pedestrians, must first address the issue of public safety. A traffic study should be conducted as soon as possible to determine if a method of safe pedestrian access is possible and, if so, how it may be implemented.


The Pavilion's lower level is below grade. The old coal and boiler rooms are beneath the sidewalk, A detailed waterproofing study should be conducted to determine the extent of the areas requiring waterproofing and possible corrective methods.
